The man who fought to make a business out of running water services in
Auckland has resigned as chief executive of Metrowater.
David Howell played a leading role in introducing a user-pays system for water and wastewater.
However, it has been hugely unpopular and caused political trouble for its owner,
the Auckland City Council.Mr Howell will remain in the job until October 1 to see in a new tariff
structure designed to be fairer and more transparent for households and
businesses. He is leaving the company to travel overseas.The Metrowater chairman, Michael Stiassny, said Mr Howell's
considerableexperience in change management had been a big asset during the
company's turbulent beginnings.Mr Howell joined the council in 1996 to run its water and wastewater
service. He led the establishment unit for Metrowater before becoming
chief executive when the company was formed in July 1997.
